WHS Management Plan Templates: Which One Does Your Construction Project Actually Need?

If you've been asked to provide a "management plan" for an upcoming project, you're probably already aware that this means different things to different clients — and that figuring out exactly what's required can eat up time you don't have.

This article breaks down what management plans are, when you legally need one, and how to choose the right template for your project. By the end, you'll know exactly what you need (and what you don't).


What Is a Management Plan — and Why Is It Different to a Management System?

This is one of the most common points of confusion we see, so let's clear it up straight away.

A WHS Management System (like an ISO 45001-compliant system) is a company-wide series of documents that describes how your business manages safety across all its operations. It's what clients and head contractors typically ask for when they're assessing you as a potential contractor, subcontractor or supplier — think tender submissions and pre-qualification.

A Management Plan is different. It's project-specific or site-specific. It describes how you'll manage safety (and possibly environmental, quality, or other requirements) on this particular job. It's a living document for the duration of the project — not a company profile.

If you're tendering for new work or being asked by a principal contractor to demonstrate your safety credentials, you almost certainly need a Management System, not a Management Plan. If you're already engaged on a project and need to document how that specific site will be run — that's when you need a Management Plan.

When Is a WHS Management Plan Legally Required?

Under the Model Work Health and Safety Regulations, a Principal Contractor must prepare and implement a WHS Management Plan (WHSMP) before work can commence on any construction project valued at $250,000 or more.

That's not a guideline or a best-practice recommendation — it's a legal requirement.

The plan must be in place before boots hit the ground, and it applies to everyone on that worksite: your workers, subcontractors, visitors, the lot. It needs to document safety responsibilities, site rules, consultation arrangements, incident management procedures, and how subcontractor SWMS will be collected and assessed.

Beyond the legal minimum, clients — particularly government clients, developers, and head contractors — often require additional management plans to cover environmental protection, quality assurance, or asbestos. These additional requirements aren't always written into legislation; they're frequently driven by contract conditions or client preference.

EMPs are increasingly requested on commercial and government projects — particularly anything involving earthworks, demolition, or sites near waterways or sensitive vegetation. They're also commonly required under development approval conditions.

A well-structured QMP can genuinely help you win work.

How to Choose the Right One

Still working through which template fits your situation? Here's a simple way to think about it:

Start with what your client or contract is asking for. Read the requirement carefully. Does it say "WHS Management Plan"? Does it reference environmental obligations? Does it mention quality assurance or ISO 9001? That will usually tell you which template — or combination — you need.

If you're the Principal Contractor on a project $250K+, you need at least the WHSMP. Full stop.

If your project is in an environmentally sensitive area or has development conditions, you'll likely also need the EMP — or consider the HSEMP to cover both in one document.

If your client is a government body or major developer, a QMP is increasingly expected. Check your contract conditions.

If you're working in a pre-1990 building, get the AMP. It's not worth the risk of getting caught without it.
