Here’s the honest position. Cleaning isn’t always construction work, so a SWMS isn’t always required by law. It’s required when the job is High-Risk Construction Work (HRCW) under the WHS Regulations, which covers cleaning at height or confined space entry, and any cleaning on a live construction site. Plenty of principal contractors and facility managers ask for your SWMS anyway because their own systems demand it.
Chemicals cause most of the harm in cleaning, and nearly all of it is avoidable. Acid based toilet descalers, caustic oven cleaner, quat sanitisers, solvent spot removers. Tip an acid cleaner into a bucket that already has bleach in it and you’ve made chlorine gas in a small room with the door shut. Your SWMS should name the products, point to the Safety Data Sheet (SDS), and set out the Personal Protective Equipment (PPE) and ventilation for each one.
Then there’s height. Window cleaning off a ladder, gutter clearing, light fittings from a scissor lift, the sign above the awning. A fall of more than two metres puts the task into high risk territory, and the control needs to be more specific than “be careful on the ladder”.
Confined spaces come up more than people expect. Grease traps, pump pits, tanks, ductwork, roof voids. Entry needs a permit, atmospheric testing, a standby person outside and a way to get someone back out.
Slips are the everyday one. Wet floors take out your own crew and the public, so cover barriers, signage, the order you mop in and where the sign actually sits. Add trailing leads, untested RCDs and the manual handling that comes with drums and scrubbers.
