Everything on a road job happens next to something that can kill you. Live traffic on one side, a loaded truck reversing on the other, and half the time it’s two in the morning under lighting towers with the crew on their fourth night.

Roadwork is construction work, and most of what happens in a day sits inside the High-Risk Construction Work (HRCW) definitions in the WHS Regulations. Work on or adjacent to a road used by traffic, work near powered mobile plant, trenching, and work near underground services. The SWMS must exist before the work starts and it must be on site while it’s happening.

The SWMS here are pre-written and fully editable Microsoft Word (.docx) files, written by people who’ve been doing this since 2010 for more than 15,000 Australian businesses. You can edit them, you own them, and there’s no subscription or ongoing fees.

The high-risk construction work in roadwork that needs a SWMS

Traffic first. Your traffic guidance scheme sets the taper, the buffer, the speed reduction and the signage, and the SWMS covers what your people do inside it. Positive separation where you can get it, water filled barrier rather than cones on higher speed roads, and a rule about who steps outside the barriers and when.

Mobile plant is the other big one. Excavators, rollers, pavers, graders and haulers all have blind spots, and plant versus pedestrian contact is what kills people on these jobs. That means exclusion zones you can actually hold, a spotter with a defined position, alarms and cameras that get checked rather than assumed, and eye contact before anyone approaches a running machine.

Night work changes the risk profile completely. Fatigue after consecutive shifts, glare from oncoming headlights, drivers who are tired or affected, and the fact that your high visibility clothing only works if the lighting is set up to make it work.

Then the ground itself. Dial Before You Dig, potholing before machine digging, trench support or benching past a certain depth, and respirable crystalline silica when the concrete saw comes out. Hot bitumen burns and asphalt fumes round it out.
