A JSA is a more general, flexible risk assessment tool that can be used for any task, in any industry, whether or not it's high risk — which makes it a good fit for the jobs and site conditions a SWMS doesn't cover. If you're working on a HRCW activity, you'll need a SWMS. For everything else, a JSA is often the simpler, more practical choice.
